ADMINISTRACION DEL SERVICIO NACIONAL DEL SIDA

Resumen

La investigación básica sobre SIDA queda fuera de la
competencia de Venezuela. Los gastos destinables a la lucha contra
esta epidemia comprenden una partida de inversiones rentables,
para la profilaxis de la 'infección, y una partida de gastos no
rentables, para la ayuda social y el tratamiento de los enfermos. El
autor considera necesario; 1) no escatimar recursos en la profilaxis,
pero vigilar atentamente su inversión y aprovechamiento; 2) ahorrar
rigurosamente en el tratamiento, renunciando a los costosos e ineficaces
ensayos prematuros de vacunación y terapia; 3) organizar a
los sidosos (infectados y enfermos), para que administren ellos
mismos, al menos en parte, los recursos mediante el Servicio
Nacional del SIDA (por fundarse); 4) llevar la opinión pública a que
acepte y apoye medidas cuarentenarias, sobre todo el tatuaje
identificador de los infectados; 5) preparar planes experimentales
para la acción política que, dentro de 5 años, deberá afrontar una
epidemia que sumará posiblemente 350-500 mil infectados y 200 mil
muertos.
SUMMARY
Basic investigation on AIDS seems to be out of order in poor and
developing country like Venezuela. So, all the available resources
should be allotted to the anti-epidemic measures and to the patient
assistance. A National AIDS service should be instituted with two
divisions corresponding, respectively, to the preventive and to the
curative functions. Funding should be allotted preferently to the former,
owing to its productive character; only the strictly necessary should be
assigned to the latter, owing to its entirely unfavourable cost/benefit
relation. The sanitary education campaign should seek not only to
establish the universal knowledge of the epidemiological facts, but also
to lead the public opinion toward the acceptance and enforcement of
quarantine measures, among which legislation against contagion crime
and the identification of infected persons by tattooing are the most
urgently needed ones.
